Images :
Images must be defined to tables. Background images are more compatible if defined to a table.
While the image is loaded, or if it can’t be displayed (user is off-line or the e-mail software cannot process the image), the ALT value of the image is always displayed.
So, if you image contains text of important information, do not forget to fill this value in the IMG tag.
Maintain images so that the e-mail page weight is under 30K.
Avoid map coordinates to define any images. Use <a href> tags only for clickthroughs.

By default, Outlook 2003 does not display remote images. This is just a small security “goodies” added in this new version to prevent web beacons to run by default.

It is totally true that if you include the images as attachments, they are properly displayed in Outlook 2003. The fact is that they are then NOT displayed in other email tools. For Instance Most of the web mails (hotmail etc.)
Our advice is not to change the actual way of working, but to be even more careful that the message is comprehensible without pictures (Always use ALT parameter, do not place too much text in pictures, etc).
If the message is comprehensible, and if the recipient is interested in it, he will download the pictures by right-clicking them or deactivating this “security” goodie.
